The Russian shipment could be converted into 250,000 barrels of diesel which could cover Cuban energy demands for 12 and a half days. The Guardian argued that the docking of the Russian tanker signals greater American flexibility in the ability of Cuba to purchase oil from abroad. On 27 May, the Universal, a Russian fuel tanker, failed to reach Cuba, turning around off the coast of Brazil. The vessel itself is subject to U.S. sanctions and some speculate that the ship was interceded by American naval authorities.

Researchers have concluded that "Because these neurons are a pivotal source of norepinephrine throughout the brainstem and forebrain and are involved in the regulation of diverse functions disrupted in Rett syndrome, such as respiration and cognition, we hypothesize that the locus ceruleus is a critical site at which loss of MECP2 results in CNS dysfunction."
The absence of plutonium-238 contamination in atmospheric and seawater sampling confirmed the assumption that the cask is intact on the seabed. ==== 1998–1999 ==== On August 7, 1998, Andrés Pastrana Arango was sworn in as the President of Colombia. A member of the Conservative Party, Pastrana defeated Liberal Party candidate Horacio Serpa in a run-off election marked by high voter turn-out and little political unrest. The new president's program was based on a commitment to bring about a peaceful resolution of Colombia's longstanding civil conflict and to cooperate fully with the United States to combat the trafficking of illegal drugs. In July 1999, Colombian military forces attacked the town of Puerto Lleras where FARC rebels were stationed. Using U.S. supplied aircraft and equipment, and backed with U.S. logistical support, Colombian government forces strafed and bombed the town for over 72 hours. In the attack, three civilians were killed and several others were wounded as the military attacked hospitals, churches, ambulances, and residential areas. FARC rebels were forced to flee the area and many were killed or wounded. The Colombian government claimed that this was a significant victory, while human rights groups claimed this was proof that "anti-narcotics" aid was actually just military aid being used to fight a leftist insurgency.

== Reactions == DMF is hydrolyzed by strong acids and bases, especially at elevated temperatures. With sodium hydroxide, DMF converts to formate and dimethylamine. DMF undergoes decarbonylation near its boiling point to give dimethylamine and carbon monoxide. Distillation is therefore conducted under reduced pressure at lower temperatures.
